Do not pass this. You are cheating and you know it. This allows criminal activity like naked short selling to continue. Why are you giving crooks a way out, this is not acceptable. Your complicating rules on purpose. The people know it. There should NEVER be fails to deliver, deliveries should be immediate and companies liquidated if they cannot deliver. DO NOT PASS THIS.
