Hello SEC, 


I'll get straight to it. 


This rule straight up suggests crime. Sure crime isn't unheard of in the stock market, rather it's quite built up on it. 


But this rule to have a party with a large amount of money be able to make a bet and then indefinitely delay payment if it goes bad isn't even subtle cheating! 


How much wealth could such a minor percentage of the population possibly need? 


This level of insatiable greed is disgusting. Be brave, stand for the freedom that the U.S advocates. 


Do the right thing, deny this rule and ban it from being resuggested a fourth time.
