Good Afternoon, My comment for the proposed rule listed above is that it is extremely short sighted and will only serve to further alienate a rapidly expanding base of retail investors from the US as well as international investors, such as myself. The complexity of rules that govern the American market are more in-line with the wants of Wall Street, Big Banks and Hedge Funds.
