The rule proposed is to facilitate bad actors in what is 'supposed to be' a 'free and fair' market. The rule is clearly not in the interest of retail investors, and will allow the bad players in wall-street to continue oppressing retail investors and using them for their own monetary gain. I'm all but lost on faith for our markets. Once my play is over, I don't plan on ever participating in this fraudulent system again. Where is moral decency? Where are the values that give this country hope? What's happening to America?
