Hello,
I write to express my concern that the proposed rule does not materially address the problem of fails ("FTDs"), and may actually increase the problems associated with same. Rather than creating new or augmented market mechanics that abstract away from the natural price action effects of supply and demand, we should look towards simplicity and transparency to avoid inherently fragile systems. Please refer to Dr. Susanne Trimbath's very respectable work on this.
