As a taxpayer, citizen of the United States of America, and a retail investor, I urge the SEC to withdraw this proposal immediately and without delay. 


This proposal benefits the retail investor in no way, shape, or form. It incentivizes the practice of naked shorting and Failure-to-deliver, which inhibits price discovery. This is antithetical to a “free and fair” market. 


When will we see rule proposals to ban naked shorting and to repair the broken market mechanisms that allow FTD’s to exists? Please consider this next.
