To whom it may concern: This rule that is proposed is in no way that favors or is even close to establishing a fair market. This rule is only favoring big market markets, hedge funds, and banks. The retail trader gets no benefits or anything that is proposed. I believe the rule should not be passed since it does not help make a fair market. Nicholas Eilerman
