To The SEC. I wish to state my opposition to this proposal as I believe it will severely punish retail investors by distorting legitimate price discovery and robbing us of fair value in the market. The SEC speaks a lot about protecting retail investors and this proposal flies in the face of that so please stop it. Regards J.Nowell
