I am strongly AGAINST this proposal. 
This proposed change does not benefit retail. All FTDs should be bought back regardless of risk. If not, there's no incentive to not continually push FTD's further down the line forever. SFT's are a horrible idea and only help banks and hedge funds. They also add another layer of complexity to a system that's already overly complex. If this is allowed to pass it will only further decrease trust I have in an already broken system. I'm sickened by the lack of transparency and attempts to allow the banks that have stolen stock value from retail to continue to do so.
