Good morning. I am a so-called "retail investor" from Europe and I am very concerned about the implications that this rule would have in the fairness of the Free market. I completely oppose to this rule that would only facilitate those that are already commiting fraud. It makes no sense making a rule to give a mean to someone that is not complying with the law. Enforce the rules and laws that are already wrtten and put this criminals where they belong. Yours truly, Adrián Ferrer.
