To whom it may concern, 
Despite the general sentiment, I feel that the SEC is trying to do the right thing. I pray this is true. Regarding SR–NSCC–2022–801, I am extremely concerned that this will create an environment that is even more accommodating to those guilty of massive amounts of FTDs, skirting their obligation to actually deliver what they are required to, when they are supposed to. The FTD problem is already massive. I honestly do not understand how FTDing is not illegal. How much more of an advantage do these equity-IOU-printer-financial-institutions need? What is happening is wrong. I know we can’t control what happened in the past, but we can create a future that is more equitable and provides equal opportunity through fair and adequate regulation. What has been happening is not working.
