As a retail investor I highly oppose this rule proposal. It lacks transparency and fairness for the average retail investor. It is blatantly obvious this rule is for the benefit of hedgefunds and institutions that have been stealing money from the average investor for decades. When doses it ends? When can retail have a fair chance at generating wealth in the markets? Please stop allowing the theft
