Please do not pass this ruling. This ruling appears to be another attempt to bail-out financial institutions that have once again over- leveraged themselves. It is time they paid the price for their actions, rather than changing the rules for them at the expense of hard working tax payers. The American stock exchange certainly has a history of benefitting those at the helm who have clearly not changed their direction or desire to manipulate the system of laws in their favor. Someone needs to be the voice of the small investors and say no to this ruling once and for all. Thank you
