Dear Ladys, dear Gentlemen of the SEC, as a retail investor I am highly concerned about this new proposed rule. I believe that this rule does not in any way benefit the individual investor, but is rather harmful for the principle of a free market, as it should exist. The SEC cannot allow to act against the very principles, that give the SEC its whole purpose in the first place. I plead to you, to remove this proposed rule and furthermore, prevent the proposal of similar rules in the near future. It should be the SEC's duty to protect individual investors and I would like the SEC to act accordingly, let alone not acting against retail investors with such proposed rules. The only part that matters, is to create a market without imbalance between market makers and the individual investors, in order to guarantee a fair market for everyone. I do believe, that the SEC should take said seriously and especially should not act against common principles of fair play and the well-being of individual investors. Thank you in advance, for giving attention to this matter and please live up to your obligations. Do help the investors and oppose against the behavior shown more and more by financial institutions. Sincerely, Bent M. H.
