This is a terrible proposal and just another example as to why are system is so messed up. How come the people making all of the money get all of the rules fixed to their advantage. Tell these people who are shorting stocks to locate a share before doing so and when they dont deliver. Penalize them in a way that fits the crime. They get these little slaps on the wrist.
As a retail investor I dont see how this rule would benefit me in anyway. Looks like just another way to siphon money from my pockets and other honest working individuals pockets.
For the sake of all that is good do not allow this rule to be passed.
