To whom it may concern,

I am a US citizen, taxpayer, and retail investor. I understand the risks that are taken with every investment I make, in particular in the US stock exchange. I understand that if I make a poor investment there will be consequences, namely the loss of money.

As such, I am very concerned with this (proposed) rule and I hope that the SEC reconsiders implementation.

This proposal does not benefit the retail investor whatsoever. It does, however and conveniently, allow Wall Street (in particular short hedge funds who have the ability and funding to propose such a rule) a way out of potentially bad investments.

Allowing financial institutions the ability to \"undo\" poor investments, or transfer them to a different vehicle, gives them an unfair advantage over retail investors who do not have the means to do so.

Passing this rule would cause me to question the motives of the SEC and any investments I have with the US stock exchange.
