I am a non-US based retail investor. The proposed rule is a whopping 188pages long on my mobile. How do you expect a retail investor without the resources of markets makers, big banks and hedge funds to digest this rule? How about having a summary page in laymans language? Please be fair to all investors, big or small, institutional or retail.
Nonetheless, what I understand of it is definitely is not something that will help make the market fairer and less manipulated. In fact this encourages more manipulation by those with high leverage and in power of controlling the market such as Market makers and big banks. This is far from your SeC preach of building a fair and transparent market How do you expect investors to have faith and confidence for you to regulate the market? I strongly oppose this rule.
