Please do not pass this rule allowing market makers and other clearing houses to escape their duty to conduct transactions. IF they have FTD's they are minimally fined and they treat it only as a cost of doing business. This rulle will give them another mechanism to avoid completing transactions that are owed to the enitities conducting them. We cannot and will not ever have a free market until the manipulation stops. End dark pool's and stop facilitating the criminal activity that happens every trading day.
