I am a retail investor and I am against this proposed rule. Failures to deliver from short sales and sythentic \"naked\" short positions are a huge problem in our market affecting true price discovery. This rule harms retail investors and protects the predatory players from wall street, big banks, and hedge funds from their illegal investing strategies (naked short selling).
Eliminate failures to deliver and enforce illegal naked short selling. Withdraw this proposal. Create free and fair markets for everyone, not the opposite.
