Are you actually serious?
A bunch of hedge fund billionaires made a bunch of bad bets and now you're proposing rules so that they can escape from the consequences of their own actions. What you are doing goes against the entire concept of a free and fair market.
As if the odds aren't stacked against retail investors to begin with you're going to make it completely risk-free for the hedge funds and short sellers who illegally naked short American businesses to continue their predatory practices while providing no actual new value to the American economy. Their only services seem to be siphoning value from other hardworking people.
Leeches. Parasites. A plague on the stock market and the American economy.
When an apex predator over-consumes their prey they deserve to starve to death as a result of their own incompetence and short-sightedness. What possible reason do you have to make it easier for criminals to keep doing crimes at the expense of the rest of us.
