This is just another concession to aggressive and abusive short sellers to allow them to kick FTDs down the road forever. How long will we allow this process to continue? If securities are bought, they need to be delivered. Stop creating rules to allow short sellers to weasel out of and delay paying the piper on their bad bets. It's destroying the integrity of the entire market.
