This proposed rule is another threat to the welfare of our \"free\" markets. The content of this rule is disturbingly similar to the previously proposed rule SR-NSCC-2021-010, which was withdrawn after receiving significant backlash during its comment period. The fact that a proposal, which drew such widespread criticism, has been recreated and pushed forward under the guise of something new is highly concerning. These repeated attempts to change the rules of the game, in ways that directly benefit the larger, institutional investors, at the expense of the individual investor, is disheartening, to say the least.
Please reconsider moving forward with this rule.
