This rule should be thrown out. It is not fair. My investment should have impact on the market just as a large institution has or should have impact on the market. This is an SRO rule and should be thrown out. You are the SEC. Do what is right and stop this market manipulation. This would make manipulation of the market happen on a grander scale in favor of institutions and not the individual investor. That is wrong. If I could swap my securities immediately to another security I would incur taxes. Where are their taxes going to come out? if this is the case then I expect to be able to do the same in my brokerage account. Since rules should be enforced equally.
