I fail to see how any form of allowing Fail to Delivers is beneficial to the retail investor.
Please remove or reword the rule to allow Security Financial Transactions to be used to avoid the financial obligations that result in true price discovery, otherwise this opens a potential venue to avoid the immediate responsibility of delivering on a financial contract.
