This rule inhibits price discovery and hurts retail investors because SHFs would effectively not have to buy in for short positions but would be allowed to replace their retail IOU with another IOU. How is this lopsided garbage even making it to the proposal phase? Gary gensler and Gary grewal PLEASE advocate for retail instead of letting SHFs fleece retail investors with theae kinda of regulations. We want a free and fair market. We have neither and this rule only seeks to increase the leverage against retail.
