Dear SEC, 


As a concerned citizen and retail investor, I strongly oppose the SR-NSCC-2022-003 filing. 


I feel this rule does not have the interests of the retail or investing public at heart, and instead serves to further the unfair advantages held by Wall Street and other large banking and hedge fund institutions. I believe in fair markets and oppose the increasing regulatory complexities used to obfuscate the inner workings of the market from the everyday investor. 


I believe this rule would enable institutions that have taken a 'short' position on securities to use securities financing transactions (SFTs) as a way to bypass existing failure-to-deliver rules, and avoid fair market price discovery when repurchasing the security. 


I strongly oppose this filing.
