Hi SEC, 


This rule change does not make the market better. In fact, this rule change makes less fair and encourages over-leveraged market participants to further recklessly compromise the market for the rest of other investors. In other words, if the market participants over-leveraged on an investment, and the investment does not pan out, the market participants will have to deal with the consequences. SEC should not allow the obligations required the over-leveraged investors to continously roll over forward without consequences. If SEC allows this rule change, SEC essentially creates a risk to the financial market and consequently impact other investors.
