Dear Sir/Madam I, as an individual retail investor, of an mind that this proposal should be withdrawn, with the reason being that it interferes with a fair and just market. I believe that this proposal would take the market further away from seeing a true and fair market price. I believe that market makers should face the music, so to say, of their actions of shorting American companies, with the intention of shorting them into bankruptcy and never having to cover the shorts. I believe that it is incredibly unfair and downright criminal that market makers and the NSCC participants work together to manipulate the market prices, with practically no legal consequences, while affecting millions of Americans and retail investors worldwide, as they greatly profit from the average retail investor's loss, and hide the true prices of affected stocks. I will reiterate again that this proposal should absolutely be withdrawn, for the sake of a fair and free market. A Retail Investor
