Dear SEC, 


I am a concerned retail investor writing about the proposed rule. I believe these changes would be detrimental to retail investors as it creates an unfair advantage for NSCC members by not requiring them to cover their entire short position but rather their net position. Additionally, the creation of the SFT would add unnecessary complication to an already overly-complicated system. The NSCC and its members should not be allowed to control the risk created by its members in this way as it would also directly influence security prices. Instead, it should be more restrictive of what NSCC members invest in and be more active in preventing high risk portfolios rather than mitigating the damage created by them. Please consider withdrawing this proposal.
