Good evening, This rule has been proposed 3 times already. It is has an absolute disregard for the retail investor. I am utterly flabbergasted that MM are able to have self regulation and then propose rules to change the market when they see fit. Naked shorts and FTDs are already highly manipulated. This rule should never again be proposed. It is time the parties who will be forced in a fire sale be accountable instead of attempting to change the rules because they took their self regulating beyond their capabilities of paying up.
