As a retail investor living outside of the United States, but investing my hard earned money in the NYSE, I highly oppose rule SR-NSCC-2022-003. This rule does not support transparency in the market for retail investors like myself. This rule also does not promote a fair market for retail investors and as such, I strongly believe it should NOT be adopted under any circumstance. Thank you, Adam Cieply
