To whom it may concern, This email is to pass on my thought about the above rule. Some of your recent performance on rules has been shocking but this one particularly shows how one sided and mis managed the us market is. I am a foreign investor from Australia and if rules like this actually pass I will be pulling all of my funds from the us market and never investing further. Furthermore I will be passing my thought onto any and all I know about how things operate over there. Thanks for your time
