Dear SEC 


lam a retail investor who would like to make 
my thoughts known about rule SR-NSCC- 
2022-003. 


This rule completely disregards the rules of a 
free and fair market, by giving unmeasurable 
amounts off power to bad actors who would, 
can and will (if implemented) abuse this 
mechanism. 


This rule sets to "alleviate" failed to deliver 
shares essentially sending all the shares that 
were to be delivered into a void where bad 
actors can then forget about it. 



This rule completely disregards the rules of a 
free and fair market, by giving unmeasurable 
amounts off power to bad actors who would, 
can and will (if implemented) abuse this 
mechanism. 


This rule sets to "alleviate" failed to deliver 
shares essentially sending all the shares that 
were to be delivered into a void where bad 
actors can then forget about it. 


This rule will be letting said bad actors off 
the hook which will then make future 
investors question if our markets are really 
"free" and "fair". 


I concluded by urging the SEC to withdraw 
this proposal immediately for the safety and 
justice of our markets.
