Hello, How does this proposed rule do anything but further cloud true price discovery? Why would any publicly traded company who has dealt with an abundance of fails to deliver think this rule is in their best interests? There needs to be more transparency on the exchanges. This proposed rule does the opposite. As a tax paying citizen, counting on my 401k for retirement, I strongly oppose this proposed rule change. The New York Stock Exchange may be the most iconic financial institution that has ever existed on this planet. How is history going to tell it story? How will it end?
