After reading the rule and trying to understand the over complicated legal jargon used to confuse those of us trying to invest honestly, and profit off of companies we think provide America with value I again am losing faith in the system. Even those whom wrote this rule know what they are trying to do and who they are trying to protect, it essentially is stating from my understanding they can lend and cover short shares end of day and with other made up shares. What exactly is the idea of the market if shares can not only be created outside of the available share, but then lent between big bank "buddies" to screw over the actual people doing honest investing? All I want is the market to create fair value price of what I have purchased, supply and demand laws at its finest, while this rule absolutely throw a wrench into this most important law. The message we keep receiving is let us help you protect you from you. Stop this madness. Retail is begging you Gary, pleading desperately for someone; please help us. Big banks can't continue to write laws for big banks.

Respectfully,
