Greetings, I am writing in direct opposition of the rule SR-NSCC-2022-03 as it is a blatant and disgraceful attempt at fleecing retail investors by changing the rules deliberately against a free and fair market. Allowing this rule to pass is detrimental to the United States fair market on a global stage; essentially showing the rules do not apply major institutions and market makers simply because they can change them at will to the chagrin of retail and small time investors. I implore you to weigh heavily onto this matter and strike it down as it can only hurt the fairness of the market. Regards, Main Street
