I am a retail investor. The proposed rule is protection for illegal naked short selling. It does not lead to transparency in the market. It is adding another layer of complexity to the already overly complicated process of the market. It exacerbates the systematic issues in the stock market causing the national security threat to the US and by extension global markets. I am disappointed.
