Dear SEC, 


I am a retail investor, and am very unhappy to see rule SR-NSCC-2022-003 being proposed. It seems to be designed only to aid irresponsible naked short sellers at the great expense of the retail investor. It does not increase transparency of the so called "free market". Irresponsible short sellers should be punished for their gambling and deceptions designed to continue kicking the can on their failures to deliver. As far as I am concerned, it is straight up theft. Naked short selling is illegal to begin with, and beyond the pale that it should be defended or enabled further. I can't imagine the level of damage to retail investors (both monetarily and by way of lost trust) that would result from passing this rule. Please reconsider this rule and block it from being passed.
