Good afternoon, I am an small retail investor, and would like to make my comments to your proposed rule. This rule is set against fair market mechanics, and gives undue power to large market players who would abuse such mechanics - which they continue to eveye day. It is set in place to "alleviate Fail To Delivers", but in action does nothing to eliminate them, and in effect protects the action of naked short selling, which as I understand is already illegal in America. This rule leverages the complexity of financial vehicles to put power in the hands of institutions, effectively safeguarding them from their own bad bets. Passing this new rule would only further deteriorate the world's faith in America's "free and fair market". My comment is that you withdraw this proposal and do not execute it further.
