Dear Sir/Madam, 


I am writing to you as a concerned investor from Europe. It is my opinion that the new rule should not be passed. The rule allows practices such as Failure to Delivers to continue and makes the problem even more complex. Failure to Delivers are in my opinion a risk to the market and are harmful to investors. It seems that the rule provides opportunities to 'can kick' the massive problem of Failure to Delivers using 'Securities Financial Transaction', which should not happen in my opinion. Dr. Susanne Trimbath has written works on the systemic dangers of Failure to Delivers, and thousands of retail investors had an opportunity to get educated on that topic. I ask you to listen to the voice of retail investors and their concerns, and not to pass the new rule.
