Hello, 


The following is my comment for File Number SR-NSCC-2022-003: 


This proposed rule will only further add to the complexity and lack of transparency that exists in our financial markets. 


Furthermore, this rule allows for avoidance of true price discovery in our markets through onward lending. It appears large financial institutions can avoid realized losses and risks from fails-to-deliver, naked shorting, and similar situations indefinitely through the use of SFTs. This does not eliminate the problem it merely applies a cover-up. 


Passing this rule would be a direct threat to "free" and "fair" markets. In no way would this rule help individual investors such as myself. It would only lead to excessive share lending and embolden bad actors to make poor choices at the risk of other market participants. 


I ask that you please remove this proposed rule immediately; or risk future trust and participation in this system from investors.
