To whom it may concern, This rule seems to go against Retail investors. I'm sick and tired of these rules trying to protect corrupt financial organizations and bad actors feeding their greed. The hedge funds made a bet and lost in 2008. They were bailed out only to make more bad bets, and lose again. You can't change the rules or move the goal post because you lost. That's not how Capitalism or the free market works. The SEC is supposed to regulate. DO YOUR JOB!!!!! You're supposed to be neutral. I go against this rule change 100%.
