Hello, I am a concerned retail investor and it has come to my attention of the new rule proposal by the name SR-NSCC-2022-003. After reading through it I noticed it is the same rule proposed back in Aug 5, 2021 by the name SR-NSCC-2021-010 and which the proposal was withdrawn on March 29, 2022. I found that much of the wording was extremely similar if not word to word. I am concerned that an opposed and withdrawn rule has been proposed once again. I am vehemently against this rule as it decreases accurate price discovery. I would appreciate it if withdrawn rules would not be proposed multiple times.
