I'm strongly against the implementation of this rule. Another attempt to simply bury abusive and irresponsible market practices under the rug. We do not need more IOU's! How hard is it to simply deliver what you owe? The market desperately needs more transparency not less. Rules like this will only make it easier for market makers to abuse naked shorting to drive more companies into the ground. Companies where if fair-price discovery existed might very well prosper.
