To Whom It May Concern, As an investor in the US stock market the proposal of this rule is highly disturbing, the rule seems in no way to benefit retail investors. In contrary it seems to provide yet another mechanism for the already too powerful actors in the US market to further decrease transparency and abuse their dominant positions in the market. If implemented, this rule will further decrease my (and I imagine, many others as well) faith in the US stock market and move it in the opposite direction from where it should be going; towards more transparency in the market and accountability for bad actors.
