To whom it may concern. I am a concerned retail investor. I am deeply disturbed at the proposed rule. This in no way brings fairness or transparency to our markets. Please do not allow Failure to Delivers be allowed to be passed along. A trade needs to be easy to track the seller and buyer. There should be no reason to not be able to deliver the shares. Please do not allow this rule to take affect Thank you for your time.
