To whom it may concern, 


As a taxpayer, retail investor, and voting American - I urge the SEC to withdraw this proposal immediately. 


This proposal further adds abstraction and complexities to an already bloated system. The American markets should be based on supply and demand - nothing more and nothing less. Adding any market mechanics that will allow financial institutions an opportunity to avoid purchasing securities already sold at the expense of retail investors is not in the best interests of the great free and fair American market. Please keep in mind - naked short selling is already illegal - why accept a rule that further allows this abusive practice. If anything - this is an admission of guilt. 


In conclusion - this rule will allow financial institutions to further avoid their obligations at the expense of the American investor and this proposal should be withdrawn immediately.
