To Whom This May Concern, I am an American retail investor. In my view, current market structure needs MORE transparency, MORE accountability, and MORE integrity if it is to remain the beacon of free market capitalism throughout the world. This rule proposal further obfuscates the obligation to truly deliver shares, and exacerbates systemic risks related to Failure To Deliver’s on equities. Therefore, I do NOT support this ruling. The whole of the public trust is at stake, and the eyes of the world are upon you. Do what’s right for the free market, not for your friends in high places.
