To whom it might concern, This is very frustrating to see rules like this being proposed that only favor reckless institutions. Why "protect" these entities who have only shown themselves to be riverboat gamblers? We demand better from our government and it's supposed oversight committees -- this is a farce and is another rule in favor of protecting the abuser and not the abused. I urge you to withdraw this proposal without delay. A very, very concerned citizen.
