Hello, I am writing to submit my comments on proposed rule change SR-NSCC-2022-003. As a retail investor, I am extremely concerned about rules like this which only serve to obfuscate and complicate market mechanics. Moreover, such a rule change would only benefit large financial institutions by improving their ability to avoid Fail-to-Delivers and other security-lending-related obligations. Our markets are already rife with complex rules and systems that allow these big players to take advantage of common Americans like myself - please, no more. We need more transparency and accountability, not less. I strongly oppose the implementation of this rule. Best, Kevin H
